Fëanor's Tengwar were largely of his own invention, but were inspired, at least to some extent, by the work of Rúmil.
A name used of the Elvish script, as seen for example on the frontispiece of The Lord of the Rings, which was devised by Fëanor himself. These characters are also, and more usually, known as the Tengwar.

According to the The Annals of Aman (in volume X of The History of Middle-earth), Fëanor created his system of writing in the Valian Year 1250 of the Trees. In solar years, that works out as about 2,400 years before the first rising of the Sun. The writing system of Rúmil, which Fëanor used as the basis of his improved script, had been in existence for about 680 (solar) years at that time.
