We have no specific date for the making of Annon-in-Gelydh, except that it was known to have been made by Turgon's people during the time that he ruled from Vinyamar. Turgon led his people away from Nevrast in I 126, so the Gate must have been constructed before that date.

It may not be immediately apparent how the name Annon-in-Gelydh could refer to the Noldor. The connection is through the word Gelydh which is a plural of the Sindarin word Golodh, equivalent to Noldo for one of the Noldor. The two words each ultimately derive from the ancient ngolod, 'wise one', which evolved in different directions in the Sindarin and Quenya tongues. The word Gelydh, incidentally, is the usual Sindarin plural for a group of Noldor, but for the people as a whole, the Sindar used a collective plural form instead, which was Golodhrim.
