The sister of Bilbo Baggins' father Bungo, and thus the elder of Bilbo's two aunts (the other being her younger sister Linda). Belba married Rudigar Bolger, who was head of the Bolger clan during his later years, and so Belba presumably lived in the Bolger seat of Budgeford at that time. Rudigar predeceased Belba by eight years, and following the typical traditions of Hobbit culture, this would have made Belba herself the head of the Bolgers for those eight years, until she was succeeded in turn by her son Herugar.
