Mysterious beings set to watch the roads into Mordor and guard the entrances to fortresses such as the Tower of Cirith Ungol. Though the Silent Watchers are never identified with certainty, it seems that the name probably refers to beings such as the Two Watchers, the triple-bodied, vulture-headed creatures that sat silently and malevolently within the archway of the Tower's gate.
