From the Númenórean perspective, the largely unexplored lands east of the Sea were inhabited by wild and uncivilized peoples (apart, of course, from those lands where the Elves were still to be found). So, in Númenor, the term 'Dark Lands' came to be used as a reference to the whole of Middle-earth.
